Did SRH operators raise any concerns about this Bill to MSF? If so, what were their concerns?
SRH operators were broadly supportive of the Bill, but raised the following concerns:
- Insufficient programme funding, which makes it challenging to meet existing and/or new regulatory requirements under the Bill. MSF has recently reviewed and will be increasing the programme funding for various SRHs from Q3 2025. The estimated increase in funding norms ranges from 10% to 62%.
- High turnover rates, which makes it challenging to keep staff sufficiently trained. MSF and NCSS will continue to (i) build sustainable manpower pipelines, and (ii) enhance career proposition for the social sector.
- Fewer staff and/or Key Appointment Holders may be willing to join the sector in view of the higher penalty quanta. To assuage concerns, MSF will clearly delineate the duties for each stakeholder group in our Regulations and Code of Practice. In the unlikely event that an offence is committed, MSF will take factors such as intent and culpability into consideration.
