Are existing legislation ineffective or insufficient to ensure quality of care in these Social Residential Homes (SRH), such that the Social Residential Homes Act (SRHA) is needed?

The SRHA is not introduced due to ineffective existing legislation. Existing laws provide safeguards for different groups of residents. The SRHA builds on these and codifies the good progress that our SRHs have made in raising the standards of care over the past years.
