How is the ministry ensuring that Enabled Living Programme (ELP) clients are kept safe in the community and who will take responsibility in the event of safety incidents?

Keeping safe, taking precautions, and managing risky situations are part of the key skills that all of us, including persons with disabilities, will need to gain to live safely in the community. Safety measures will be implemented to mitigate the risks associated with living independently in the community.

For example, there will be a staff on duty at all hours to respond to ELP and HSP clients who require assistance urgently. The ELP and HSP service providers will also coach clients on how to live independently within the community, which would include basic safety practices, and looking out for each other.
