What is the process of adopting a child from the People’s Republic of China (PRC)?
If you wish to adopt a child from the People’s Republic of China (PRC), you are required to comply with the requirements set out by the China Centre for Children’s Welfare and Adoption (CCCWA), in addition to the requirements of Singapore.
The adoption process will take a longer time as the adoption must be legalised in the PRC first before you can adopt the child in Singapore. Your physical presence is required in the PRC to legalise the adoption there.
Applications to adopt a child from the PRC must be made through either Fei Yue Community Services or TOUCH Community Services:
1) Fei Yue Community Services
Website: www.fycs.org
Email: adoption@fycs.org
Tel: 6416 2188
2) TOUCH Community Services
Website: www.touch.org.sg
Email: adoption@touch.org.sg
Tel: 6709 8425
Upon legalising the adoption in the PRC, you may apply with MSF for a Dependant’s Pass (DP) for the child to reside in Singapore and undergo an adoption in Singapore.
Refer to https://www.msf.gov.sg/what-we-do/adoption/adoption-eligibility/who-can-adopt for more information.
[Note: At least one applicant must be a Singapore citizen. The other applicant must be a Singapore Citizen (SC), Permanent Resident (PR), or Employment Pass (EP) holder. Exceptions may be made for spouse under LTVP+ upon appeals to MSF.]
