As long as either spouse is a Singaporean Citizen, the applicants may apply for adoption without a LOS.

However, should the applicants intend to relocate to the foreign spouse’s home country, it will be the applicants’ responsibility to ensure that they can fulfil the following three requirements before applying for a Adoption Suitability Assessment (ASA) :

i. that the adoption in Singapore is recognized in your foreign spouse’s home country;

ii. the legal requirements for adoption in foreign your spouse’s home country are met; and

iii. the adopted child will be granted permanent stay in your foreign spouse’s home country.
