You can apply for a waiver for Additional Registration Fee (ARF) and Certificate of Entitlement (COE) if you have a physical disability and wish to own a car for the purposes of driving to work. The application form can be obtained from the Land Transport Authority. The following are basic pre-requisites before an application can be made;
Firstly, you will need to obtain certification from the Department of Rehabilitative Medicine, Tan Tock Seng Hospital, as being either incapable of or having difficulty in travelling by public transport.
Secondly, the motor vehicle must be meant to facilitate you in earning a living.
Thirdly, you must possess a valid driving licence and undertake to drive and be in charge of the motor vehicle personally. The application form must be completed and submitted with the required supporting documents.
