Can I be granted quota in advance to apply for a Work Permit or S Pass if I currently do not have quota?

No. You may apply for a new Work Permit or S Pass only if you have available quota and sub-quota (i.e. both your quota balance and relevant sub-quota balance are at least 1). 

To increase your quota, you can hire more local employees to increase your local workforce.
