If I was not issued an MC after my visit to the doctor, must my employer still pay for my medical consultation fee?

You should refer to your employment contract for details on your medical benefits, including reimbursement of medical consultation fees. If there is no mention of such reimbursements, your employer is not required to reimburse you under the Employment Act if you do not have an MC.
