Is there any exemption from PWM requirements for persons with disabilities or mental health conditions?

The Progressive Wage Model (PWM) applies to all Singapore citizens and permanent residents covered by Sectoral PWs or Occupational PWs who are employed on a contract of service. This includes persons with disabilities or mental health conditions.

However, we note that there may be some persons with disabilities or mental health conditions who have higher job support needs and may face challenges in fulfilling the same job requirements even with the necessary support in place. In such instances, employers may approach MOM to look into the case. Employers should provide all the following documents showing:

  • The employee's certified disability or mental health condition
  • The job description of the employee
  • How the job scope has been customised or reduced compared to a regular employee
  • Employment support put in place to help the employee maximise productivity, if any
