No. Other than the pass holder, only the authorised recipients indicated during online issuance or renewal are allowed to receive the card. This is to prevent possible cases of fraud.

If this is the second failed delivery, you need to collect the card at MOM 3 working days later:

For Work Permit holders, S Pass holders and their dependants, go to MOM Services Centre - Hall C.
For Employment Pass holders and their dependants, go to the Employment Pass Services Centre (EPSC).

You do not need to make an appointment for card collection.
