1.      Singapore Citizens (SC) and Permanent Residents (PR) aged 60 and above, regardless of housing types and socio-economic status,

2.      SC/PR spouse aged below 60 of an SC/PR senior, and

3.      Non-Resident (NR) spouse of SC senior.
