Whose responsibility is it if the specimen is compromised/destroyed during the transport? Is it the licensee or the outsourced transportation provider (e.g., the courier)?

Healthcare Services (General) Regulations, Handling of medicinal/health products & specimens

Licensees should have protocols in place to ensure safe packaging, handling and transport of specimen.

Licensees should also take steps to ensure there is no mix-up or contamination of the specimen, as well as proper labelling of the nature of the specimen to ensure public safety is not compromised.

If the specimen is compromised/destroyed during transport, MOH will investigate and hold the licensee accountable if it has not complied with HCSA’s requirements.
