Non-HCSA licensees are allowed to advertise teeth whitening services under certain conditions


Under the Health Products (Cosmetic Products-ASEAN Cosmetic Directive) Regulations 2007, as long as the concentration of hydrogen peroxide or other similar chemicals present in a finished oral hygiene product is less than or equal to 0.1%, it is allowed for sale to the public.


Hence, non-HCSA licenses are allowed to advertise teeth whitening services only where the whitening product used in the service contains less than or equal to 0.1% hydrogen peroxide. Non-HCSA licensees cannot advertise teeth whitening services where the whitening product used in the service contains more than 0.1% hydrogen peroxide.
