Many Singapore Residents, especially the elderly, do not receive any payout for their bills, due to the deductible. Why must there be a deductible?

The deductible filters out smaller bills that can be adequately covered via MediSave, and focuses MediShield Life coverage on larger, bills where protection is most critical. This keeps premiums affordable for all policyholders. By avoiding first-dollar coverage, the deductible also encourages prudent use of healthcare.

The deductible can be covered by MediSave. The Government provides MediSave top-ups for the lower-income and elderly Singaporeans through schemes such as Workfare, GST Voucher scheme, and Pioneer Generation and Merdeka Generation Packages. For those who are unable to afford their healthcare bills after subsidies and MediSave, MediFund assistance is available at public hospitals.

From 1 April 2025, the inpatient deductible will be increased.  MediSave withdrawal limits will be raised to help Singaporeans offset the increase in deductible, while the Ward C deductible increase will be phased in gradually. Please refer to the press release for more details.
