I am unsuitable for home isolation. Can I isolate at an Isolation Facility if I do not have an IT device with video conferencing function?

You may still isolate at the Isolation Facility even if you do not possess an IT device capable of videoconferencing. Please inform the MOH officer or the facility duty manager during your onboarding.
