Does a foreign law practice ("FLP") need to have a resident lawyer in Singapore?

Yes, a FLP will need to have at least one lawyer registered with the Legal Services Regulatory Authority ("LSRA") who is ordinarily resident in Singapore (i.e. their usual place of residence is in Singapore).

A lawyer who is a Singapore citizen or permanent resident, or who holds a valid work pass from the Ministry of Manpower ("MOM"), will be accepted as being "ordinarily resident in Singapore".

For more information on work passes, please refer to the Ministry of Manpower's (MOM) website. Please note that foreign lawyers who require a work pass will need to be registered with the LSRA before the law practice can apply to the MOM for a work pass for them.
