I have been given excuse from my unit Medical Officer (MO), why am I still being charged for defaulting?

As the onus of taking Individual Physical Proficiency Test (IPPT) is on the individual, you should be able to determine whether the period of your medical certificate (mc) or medical excuse met the criteria for medical exemption from IPPT ((i.e. 6 months continuous or 9 months cumulative MC). If you did not meet the exemption criteria, you will be deemed as "defaulter" and required to attend a Summary Trial (ST) when a notice of summons (SAF 264) issued to you. You will have the opportunity to present all relevant medical certificates to the Disciplinary Officer (DO) during your ST.
