Why are PRs eligible for the NS LifeSG Credits but not for others, like the NS HOME Awards?

The NS LifeSG Credits are meant to recognise the contributions of past and present national servicemen to Singapore's defence and security. This includes PRs who have served or are serving NS. However, other recognition measures such as the National Service Housing, Medical and Education (NS HOME) Awards apply only to national servicemen who are Singapore citizens.
