If I have sufficient eMart credits, can I do a reimbursement for my cash purchase?

No. You cannot claim any reimbursement for the cash paid on your purchase even if you have sufficient eMart credits. eMart credits will be deducted at the point of purchase for credit items first before you will be required to top up using cash.
