For locally registered marriages and births, NSmen are not required to apply for the Celebratory Gifts. MINDEF will retrieve the marriage information from the Ministry of Social and Family Development (MSF) and the birth information from the Immigration & Checkpoints Authority (ICA) and process the Celebratory Gifts accordingly. The following are exceptions:

- Overseas Marriage: NSmen are required to apply for the Celebratory Gifts by submitting a copy of (i) the overseas marriage certificate and (ii) you and your spouse's NRIC/passport, with the application form at https://www.go.gov.sg/cgform.

- Overseas Birth: NSmen are required to apply for the Celebratory Gifts by submitting a copy of (i) the overseas birth certificate, (ii) the spouse's NRIC/passport, (iii) the child's passport/identification document, and (iv) the overseas marriage certificate, if applicable, with the application form at https://www.go.gov.sg/cgform.

- Adoption: NSmen are required to apply for the Celebratory Gifts by submitting a copy of (i) the adoption order issued by the Family Justice Courts, (ii) the spouse's NRIC/passport, (iii) the child's passport/identification document, and (iv) the overseas marriage certificate, if applicable, with the application form at https://www.go.gov.sg/cgform.
