Why are recruits not allowed to board and alight from vehicles outside of SAF Ferry Terminal?

A high traffic volume outside of SAF Ferry Terminal would greatly increase the likelihood of a congestion and could also be a potential safety hazard. To ensure the safety of recruits, as well as facilitate book-in and book-out operations, scheduled buses are catered to transport the recruits accordingly.
