CMPB sends the Registration Notice to overseas pre-enlistees through the address that was registered with the Immigrations and Checkpoints Authority (ICA). If you did not update your overseas address with ICA but only updated your Singapore address with ICA, CMPB will then send the registration notice to the Singapore address instead. If you wish to receive the Registration Notice at your overseas address, you will have to update your registered address with ICA.
