Why has my friend/classmate received the National Service (NS) Registration Notice, but I have not?

The Central Manpower Base (CMPB) sends out the NS Registration Notice to pre-enlistees based on their birthdate. Therefore, it is possible that you may not receive the notice at the same time as your friend/classmate.
