NSmen are to apply for an Exit Permit on OneNS.

For Pre-enlistees with Bond
Please email your Exit Permit request to contact@ns.gov.sg with your reason(s) and supporting documentary proof. You are advised to return to Singapore on or before the expiry of your Exit Permit. Please note that failure to return to Singapore before the expiry of your Exit Permit may result in your bond being forfeited and you having committed an offence.

For Pre-enlistees without Bond
To extend your Exit Permit, you can submit your Exit Permit application through your OneNS dashboard. However, please note that if you have not returned to Singapore before the Exit Permit expires or remained overseas continuously for 2 years or longer, you will need to extend your Exit Permit by furnishing a bond.
