A door-to-door sales of merchandise where proceeds from the sales will be channeled to programs to help the needy; and where the sales personnel is one of the beneficiaries who earns a salary/commission as an employee of the organisation. Will this constitute fund-raising?

Such door-to-door sales do not require a licence from the Police or Singapore Food Agency (SFA). Permit is also not required from the Commissioner of Charities unless it is an appeal for foreign charitable purposes. Nevertheless, such activities are still required to comply with regulatory requirements in the Charities (Fund-raising Appeals for Local and Foreign Charitable Purposes) Regulations 2012 if there is a representation that the whole or any part of the proceeds will be applied for any charitable, benevolent or philanthropic purpose. The Regulations spell out the duties and obligations of fund-raisers, which include the need for disclosure of clear and accurate information to donors about the beneficiary and the purpose of the donation; proper usage of donations; as well as keeping proper records of donations received and disbursed.
