Can an organisation apply for IPC status without/before registering as a charity?

No. An organisation will have to be an existing registered charity before it can qualify to apply for IPC status. Hence, if the organisation is not an existing registered charity, the organisation will first need to submit a charity application and obtain charity status before it can qualify for an IPC application.
