Can an organisation be both a VWO and a charity at the same time?
Yes, an organisation can be both a charity and a VWO (i.e. Voluntary Welfare Organisation). There is no legal definition of a VWO, and it typically refers to an organisation that provides welfare services and/or services that benefit the community at large and is not profit-making.
If the objects of the VWO are exclusively charitable and it meets the basic registration requirements, then it should apply for charity registration as well.
