If a legal representative has been tasked to apply for new charity status on the Portal by organisation, must the firm attach an authorisation letter to show it has been permitted by the organisation to submit the application on their behalf?

A legal representative is not required to submit an authorisation form at the charity application stage. The applicant must ensure that the legal representative is the authorised Corppass User or authorised to transact on behalf of the organisation on the Charity Portal.

However, it is not recommended for a legal representative to submit the application as the contact person should ideally be someone from the charity itself.
