If the landlord lowers the monthly rent, can I claim refund on the stamp duty paid on my tenancy agreement.

Lease duty is computed based on the contractual rent or market rent, whichever is higher, at a rate of 0.4%.

The lease duty paid will not be refunded in the event the monthly rent was lowered.
