Is Additional Buyer's Stamp Duty (ABSD) remission available for engaged couples purchasing a resale HDB flat under the Fiancé/Fiancée Scheme?
ABSD liability is determined by the buyers' profiles and the number of residential properties owned at the time of purchase.
For joint purchases of HDB flats (both BTO and resale):
1. Full ABSD remission is granted if at least one of the joint purchasers is a Singapore Citizen, under the Acquisition of HDB Flats and New Executive Condominium (EC) Units Remission.
2. For joint purchases by Singapore Permanent Residents and Foreigners, ABSD remission is not applicable. The highest applicable ABSD rate will be imposed in such cases.
