I am an organisation that makes copies of books for persons with print disabilities (e.g. visually impaired). Am I liable for copyright infringement?

You will be allowed to convert copyrighted works into formats which are accessible by persons with print disabilities without paying licence fees to the copyright owner. This is subject to the caveat that you must have made a reasonable investigation and ascertained that no such converted copy exists. Additionally, the copy must not be used to make a profit but must be used by the persons with print disabilities for his own study.
