Can anyone call himself or describe or hold himself out as, a "patent agent", "patent attorney" etc. even though he is not registered?

No, in Singapore, an individual would only be allowed to describe or hold oneself out as a "patent agent" or "patent attorney" when the individual is registered and has obtained a practising certificate.
