If parents supply the milk for their preschoolers, does that count as one serving?

Can we serve a smaller portion to children in our preschool that have smaller appetite to prevent wastage?
If 150ml of milk is required twice a day for full-day students in preschool, our menu will be limited as we must serve milk.
