Appointments offered on HAS are currently only up to 30 days in advance. You can definitely book an appointment when you're back in Singapore.
As long as your first dose of the HPV vaccine is taken before your 27th birthday, you can still benefit from the subsidies. Do refer to the subsidies section on the HPV2 booking page (book.health.gov.sg/hpv) for more information.
