Am I eligible for KiFAS if I am unemployed?

Unemployed parents can still apply for KiFAS provided their child is a Singapore Citizen, attends a kindergarten run by an Anchor Operator or the Ministry of Education, and the gross monthly household income is $12,000 or less or per capita income is $3,000 or less.
