Are preschool fees decided or controlled by ECDA?

ECDA has fee caps for government supported operators (i.e. Anchor Operator and Partner Operator). For non-government supported preschools, ECDA does not decide or control their fees. Preschools are required to ensure that their fee structure is transparent to parents, and parents are notified of any fee revision by 1 September of the preceding year.
