From 1 July 2024, preschools are required to install CCTVs in all areas accessible to children in their premises. ECDA will adopt an advisory approach for the first six months of implementation, i.e. 1 July 2024 to 31 December 2024. Enforcement on preschools’ compliance with CCTV requirements will take place from 1 January 2025.

The mandatory installation of CCTVs in preschools is to:

• Enhance preschools' security by deterring unauthorised persons from entering during and after operation hours.

• Strengthen trust and transparency between preschools and parents by demonstrating preschools' commitment to the safety and well-being of the children under their charge.

• Provide objective evidence to support investigations in the event of an incident, giving parents and preschool staff greater peace of mind.
