Why does the HS code given by my customer in the Certificate of Origin (CO) differ from the HS code used in my export permit?

The HS code is internationally harmonised at the 6-digit level. As such, there should be no difference between the first 6 digits of the HS code ("HS subheading") used in your export permit and that in the Certificate of Origin (CO).
 
For the CO for a Singapore-origin good, the HS subheading in the CO should tally with that in the Manufacturing Cost Statement (MCS) or Letter of Undertaking (LOU) quoted in your CO application.
 
For back-to-back Preferential CO (PCO) applications, the HS subheading in the CO should tally with that in the original PCO and your import and export permits.
