What are the procedures required to bring cigarettes or tobacco products into Singapore for personal consumption? (For quantity not exceeding 0.4 kilograms)

The importation of cigarettes and/or tobacco products is subject to the payment of duty and Goods and Services Tax (GST) even if it is meant for personal consumption. With effect from 1 July 2020, all cigarettes and other tobacco products imported into, sold, offered for sale or distributed in Singapore must comply with the new Standardised Packaging (SP) requirements. The importation of cigarettes and tobacco products that meet the new SP requirements is subject to the payment of duty and GST even if it is meant for personal consumption.

If you are bringing in less than 400g of cigarettes and/or tobacco products that meet the SP requirements, you may make an advance declaration and pay the duties and GST prior to your arrival through our Customs@SG web application. Please ensure that your cigarettes/ tobacco products comply with the SP requirements before making the declaration and payment via the Customs@SG web application. In the event where a permit has been declared or pre-payment has been made for non-SP compliant tobacco products via our Customs@SG web application, there will be no refund granted after the disposal of said products.
