Why do we need to pay a licence fee for the Free Trade Zone Operator licence?

As per any licence issued, Singapore Customs needs to assess the suitability of entities applying to become licensees or to renew their licence. Hence, the prescribed licence fee would cover manpower costs associated with issuing the Free Trade Zone Operator licence (e.g. assessing entities and addressing licence-related queries). This is aligned with the current approach for other licences which Singapore Customs administers.
