Prior to the re-export, you are required to obtain an export permit in TradeNet and indicate the Import Certificate and Delivery Verification (ICDV) reference number in the format "ICDV/XXX/XXXX" in the "Competent Authority/Singapore Customs (CA/SC) Product Code" field.
