What are the proper procedures to follow if an ATA Carnet is not endorsed at the checkpoint when goods are being imported into or exported from Singapore?

If an ATA Carnet is not endorsed at the checkpoint, the procedure depends on whether the carnet is still in Singapore or has already left the country.

If the carnet is in Singapore and endorsement is required, email CUSTOMS_Carnet@customs.gov.sg with a detailed explanation and supporting documents, including the ATA Carnet, Bill of Lading (B/L) or Air Waybill (AWB), proof of receipt from the carrier, and any other relevant documentation.

If the carnet and goods have already left Singapore, please email the same address with an explanation and supporting documents, including the ATA Carnet, Bill of Lading or Air Waybill, and the Importation/ Re-importation counterfoil signed by the Customs of the importing country. In both cases, Singapore Customs will assess the situation based on the provided information.
