What is the difference between Manufacturing Cost Statement (MCS) and Letter of Undertaking (LOU)?

A Manufacturing Cost Statement (MCS) is submitted to Singapore Customs for the purpose of verification to confirm that your product meets the Rules of Origin under a specific Free Trade Agreement (FTA) before a Certificate of Origin can be issued. Once the MCS, which has a validity of 1 year, expires, a Letter of Undertaking (LOU) may be submitted on the condition that there is no change to the Origin Criterion of your product.
