Is a Certificate of Origin (CO) a mandatory document for export?
A preferential Certificate of Origin is not mandatory. It allows your overseas buyers to claim preferential tariff treatment (pay lower or no customs duty) when you export your goods under a Free Trade Agreement. Hence, it is only needed upon your overseas customer request.
