Can I submit the Manufacturing Cost Statement (MCS) without registering my manufacturing premise?

Prior to submitting the Manufacturing Cost Statement, the company would have to be registered as a manufacturer. For more information on the steps, please refer to Singapore Customs website on how to apply for Ordinary Certificate of origin (OCO) or Preferential Certificate of Origin (PCO).
