Why are some FTAs not covered by the Sample MCS format provided on Singapore Customs' website?

Free Trade Agreements (FTAs) that adopt the self-certification or self-declaration regime does not require the manufacturer to submit Cost Statement to Singapore Customs. Instead, the onus lies with the manufacturer to self-certify that the product meets the required criteria under the Free Trade Agreement to be considered as Originating. However, you may adopt the sample MCS format for your internal assessment of whether your goods meet the originating status under the various FTAs.
