Can I apply for a Certificate of Non-Manipulation (CNM) if the goods are not offloaded in Singapore?

The purpose of a CNM is to show the final destination import authorities that the goods were not manipulated when they landed in Singapore. Goods that are not offloaded in Singapore are not eligible for a Certificate of Non-Manipulation (CNM). If the goods had remained onboard the conveyance throughout the journey, the shipping company would be the correct party to advise.
