Are there any restrictions on the type of goods to apply Certificate of Non-Manipulation (CNM)?
Customs do not impose any restrictions on the type of goods to apply Certificate of Non-Manipulation, provided that it is legal for the goods to be traded in Singapore.
Main conditions for the Issuance of a Certificate of Non-Manipulation (CNM):
1. Goods specified must, when transshipped via Singapore, have not undergone operations beyond ensuring their preservation in good condition for transport, facilitating shipment and packaging for sale.
2. Goods specified must have been stored within the Free Trade Zone (FTZ) or in a Customs Licensed or Zero GST (Bonded) Warehouse, prior to their export.
3. The CNM application may be submitted by a local shipping/freight forwarding agent up to the third working day after the departure date of the good.
