Are companies allowed to reject inspections by the National Authority for the Chemical Weapons Convention (NACWC)?

Under the Chemical Weapons (Prohibition) Act, Chapter 37B, companies are required to cooperate with the National Authority for Chemical Weapons Convention (NACWC) for the inspection at the company's plant site.
For cases where the consent of the person-in-charge of the plant site is not obtained or access is denied, the National Authority for the Chemical Weapons Convention (NACWC) may apply for a warrant to enter the plant site to exercise any inspection powers under the Act.
