Am I required to pay tax for the petrol that I intend to bring in from Malaysia to Singapore? (Arriving by other means of transportation)

Please note that there is no duty-free concession and Goods and Services Tax (GST) relief on motor fuel in a spare container brought into Singapore. Hence, you have to pay duty and GST for such products that you will be bringing into Singapore.
 
If you are arriving in Singapore by other means of transportation, you may proceed directly to the Customs Tax Payment Office or the Red Channel upon arrival and after immigration clearance to declare your motor fuel in the spare container to the Checking Officer. Subsequently, the Checking Officer will refer you to our Customs Tax Payment Office where our Customs officers on duty will advise you accordingly before you exit the Red/Green Channels. Please present supporting documents such as invoices or receipts indicating the value of your motor fuel for tax payment.
 
Please also note that for the importation of motor fuel of an amount exceeding 10 litres in a spare container of your motor vehicle, you are required to produce a Customs permit obtained via TradeNet, in addition to the payment of the duties and GST.
 
For importation of petrol above 20 litres, you are required to produce a SCDF licence on top of the Customs permit.
